New device could bring optical information processing

Researchers have created a new type of optical device small enough to fit millions on a computer chip that could lead to faster, more powerful information processing and supercomputers.

The "passive optical diode" is made from two tiny silicon rings measuring 10 microns in diameter, or about one-tenth the width of a human hair. Unlike other optical diodes, it does not require external assistance to transmit signals and can be readily integrated into computer chips.

The diode is capable of "nonreciprocal transmission," meaning it transmits signals in only one direction, making it capable of information processing, said Minghao Qi (pronounced Chee), an associate professor of electrical and computer engineering at Purdue University.

"This one-way transmission is the most fundamental part of a logic circuit, so our diodes open the door to optical information processing," said Qi, working with a team also led by Andrew Weiner, Purdue's Scifres Family Distinguished Professor of Electrical and Computer Engineering.

The diodes are described in a paper to be published online Thursday (Dec. 22) in the journal Science. The paper was written by graduate students Li Fan, Jian Wang, Leo Varghese, Hao Shen and Ben Niu, research associate Yi Xuan, and Weiner and Qi.

Although fiberoptic cables are instrumental in transmitting large quantities of data across oceans and continents, information processing is slowed and the data are susceptible to cyberattack when optical signals must be translated into electronic signals for use in computers, and vice versa.

"This translation requires expensive equipment," Wang said. "What you'd rather be able to do is plug the fiber directly into computers with no translation needed, and then you get a lot of bandwidth and security."

Electronic diodes constitute critical junctions in transistors and help enable integrated circuits to switch on and off and to process information. The new optical diodes are compatible with industry manufacturing processes for complementary metal-oxide-semiconductors, or CMOS, used to produce computer chips, Fan said.

"These diodes are very compact, and they have other attributes that make them attractive as a potential component for future photonic information processing chips," she said.

The new optical diodes could make for faster and more secure information processing by eliminating the need for this translation. The devices, which are nearly ready for commercialization, also could lead to faster, more powerful supercomputers by using them to connect numerous processors together.

"The major factor limiting supercomputers today is the speed and bandwidth of communication between the individual superchips in the system," Varghese said. "Our optical diode may be a component in optical interconnect systems that could eliminate such a bottleneck."

Infrared light from a laser at telecommunication wavelength goes through an optical fiber and is guided by a microstructure called a waveguide. It then passes sequentially through two silicon rings and undergoes "nonlinear interaction" while inside the tiny rings. Depending on which ring the light enters first, it will either pass in the forward direction or be dissipated in the backward direction, making for one-way transmission. The rings can be tuned by heating them using a "microheater," which changes the wavelengths at which they transmit, making it possible to handle a broad frequency range.

7 hurt, buildings damaged by strong Ga. storms (AP)

ROME, Ga. ? At least seven people were injured in Georgia as powerful storms roared across the state, damaging homes, downing trees and knocking out power to thousands, authorities said.

A survey team planned to visit Gordon County on Friday to determine whether a tornado was responsible for damage Thursday to homes near Calhoun, said Robert Garcia, a meteorologist at the National Weather Service in Peachtree City, Ga.

"We've received reports that we had some major structural damage reported in southern Gordon County with at least one home destroyed and several damaged," Garcia told The Associated Press.

One home was blown off its foundation and the family inside was tossed into the yard.

"The house started shaking and then we started moving, and I said, `here we go,'" Davison Sheriff told Atlanta station WSB-TV.

His pregnant wife, Ashley, said her husband clung to her and their 1-year-old son with a bear hug as they rolled through their yard.

"He definitely saved our lives, him and God, that's for sure," she told WSB. "It shows you that you are not guaranteed tomorrow."

In the northwest Georgia city of Rome, about 20 miles southwest of the Calhoun area, high winds tore the roof off a building at Shorter University, the Rome News-Tribune reported.

Georgia Power estimated more than 19,000 customers lost electricity Thursday evening, with about two-thirds of them in the Rome area.

A more effective MRI nanoparticle contrast agent for cancer detection
(Nanowerk News) Many imaging technologies and their contrast agents ? chemicals used during scans to help detect tumors and other problems ? involve exposure to radiation or heavy metals, which present potential health risks to patients and limit the ways they can be applied. In an effort to mitigate these drawbacks, new research from University of Pennsylvania engineers shows a way to coat an iron-based contrast agent so that it only interacts with the acidic environment of tumors, making it safer, cheaper and more effective than existing alternatives.
The research was conducted by associate professor Andrew Tsourkas and graduate student Samuel H. Crayton of the department of bioengineering in Penn's School of Engineering and Applied Science. It was published in the journal ACS Nano ("pH-Titratable Superparamagnetic Iron Oxide for Improved Nanoparticle Accumulation in Acidic Tumor Microenvironments").
Magnetic resonance imaging, or MRI, is an increasingly common feature of medical care. Using a strong magnetic field to detect and influence the alignment of water molecules in the body, MRI can quickly produce pictures of wide range of bodily tissues, though the clarity of these pictures is sometimes insufficient for diagnoses. To improve the differentiation ? or contrast ? between tumors and healthy tissue, doctors can apply a contrast agent, such as nanoparticles containing iron oxide. The iron oxide can improve MRI images due to their ability to distort the magnetic field of the scanner; areas they are concentrated in stand out more clearly.
These nanoparticles, which have recently been approved in the United States for clinical use as contrast agents, are literally sugar-coated; an outer layer of dextran keeps the particles from binding or being absorbed by the body and potentially sickening the patient. This non-reactive coating allows the iron oxide to be flushed out after the imaging is complete, but it also means that the particles can't be targeted to a particular kind of tissue.
If the contrast agent could be engineered so it only sticks to tissue that is already diseased, such as tumors, it would solve both problems at once. Scientists have tried this approach by coating nanoparticles with proteins that bind only to receptors found on the exterior of tumors, but not all tumors are the same in this regard.
"One of the limitations of a receptor-based approach is that you just don't hit everything," Tsourkas said. "It's hard to recommend them as a screening tool when you know that the target receptors are only expressed in 30% of tumors."
"One of the reasons we like our approach is that it hits a lot of tumors; almost all tumors exhibit a change in the acidity of their microenvironment."
The Penn engineers took advantage of something known as the Warburg effect, a quirk of tumor metabolism, to get around the targeting problem. Most of the body's cells are aerobic; they primarily get their energy from oxygen. However, even when oxygen is plentiful, cancerous cells use an anaerobic process for their energy. Like overtaxed muscles, they turn glucose into lactic acid, but unlike normal muscles, tumors disrupt the blood flow around them and have a hard time clearing this acid away. This means that tumors almost always have a lower pH than surrounding healthy tissue.
Some imaging technologies, such as magnetic resonance spectroscopy, can also take advantage of tumors' low-pH microenvironments, but they require expensive specialized equipment that is not available in most clinical settings.
By using glycol chitosan ? a sugar-based polymer that reacts to acids ? the engineers allowed the nanocarriers to remain neutral when near healthy tissue, but to become ionized in low pH. The change in charge that occurs in the vicinity of acidic tumors causes the nanocarriers to be attracted to and retained at those sites.
This approach has another benefit: the more malignant a tumor is, the more it disrupts surrounding blood vessels and the more acidic its environment becomes. This means that the glycol chitosan-coated is a good detector of malignancy, opening up treatment options above and beyond diagnosis.
"You can take any nanoparticle and put this coating on it, so it's not limited to imaging by any means," said Tsourkas. "You could also use it to deliver drugs to tumor sites."
The researchers hope that, within seven to 10 years, glycol-chitosan-coated iron oxide nanoparticles could improve the specificity of diagnostic screening. The ability to accurately detect sites of malignancy by MRI would be an immediate improvement to existing contrast agents for certain breast cancer scans.
"Gadolinium is used as a contrast agent in MRI breast cancer screenings for high-risk patients. These patients are recommended to get an MRI in addition to the usual mammogram, because the sensitivity of mammograms can be poor," said Tsourkas. "The sensitivity of an MRI is much higher, but the specificity is low: the screening detects a lot of tumors, but many of them are benign. Having a tool like ours would allow clinicians to better differentiate the benign and malignant tumors, especially since there has been shown to be a correlation between malignancy and pH."

OMAHA, Neb. (AP) ? The young father stood in line at the Kmart layaway counter, wearing dirty clothes and worn-out boots. With him were three small children.

He asked to pay something on his bill because he knew he wouldn't be able to afford it all before Christmas. Then a mysterious woman stepped up to the counter.

"She told him, 'No, I'm paying for it,'" recalled Edna Deppe, assistant manager at the store in Indianapolis. "He just stood there and looked at her and then looked at me and asked if it was a joke. I told him it wasn't, and that she was going to pay for him. And he just busted out in tears."

At Kmart stores across the country, Santa is getting some help: Anonymous donors are paying off strangers' layaway accounts, buying the Christmas gifts other families couldn't afford, especially toys and children's clothes set aside by impoverished parents.

Before she left the store Tuesday evening, the Indianapolis woman in her mid-40s had paid the layaway orders for as many as 50 people. On the way out, she handed out $50 bills and paid for two carts of toys for a woman in line at the cash register.

"She was doing it in the memory of her husband who had just died, and she said she wasn't going to be able to spend it and wanted to make people happy with it," Deppe said. The woman did not identify herself and only asked people to "remember Ben," an apparent reference to her husband.

Deppe, who said she's worked in retail for 40 years, had never seen anything like it.

"It was like an angel fell out of the sky and appeared in our store," she said.

Most of the donors have done their giving secretly.

Dona Bremser, an Omaha nurse, was at work when a Kmart employee called to tell her that someone had paid off the $70 balance of her layaway account, which held nearly $200 in toys for her 4-year-old son.

"I was speechless," Bremser said. "It made me believe in Christmas again."

Dozens of other customers have received similar calls in Nebraska, Michigan, Iowa, Indiana and Montana.

The benefactors generally ask to help families who are squirreling away items for young children. They often pay a portion of the balance, usually all but a few dollars or cents so the layaway order stays in the store's system.

The phenomenon seems to have begun in Michigan before spreading, Kmart executives said.

"It is honestly being driven by people wanting to do a good deed at this time of the year," said Salima Yala, Kmart's division vice president for layaway.

The good Samaritans seem to be visiting mainly Kmart stores, though a Wal-Mart spokesman said a few of his stores in Joplin, Mo., and Chicago have also seen some layaway accounts paid off.

Kmart representatives say they did nothing to instigate the secret Santas or spread word of the generosity. But it's happening as the company struggles to compete with chains such as Wal-Mart and Target.

Kmart may be the focus of layaway generosity, Yala said, because it is one of the few large discount stores that has offered layaway year-round for about four decades. Under the program, customers can make purchases but let the store hold onto their merchandise as they pay it off slowly over several weeks.

The sad memories of layaways lost prompted at least one good Samaritan to pay off the accounts of five people at an Omaha Kmart, said Karl Graff, the store's assistant manager.

"She told me that when she was younger, her mom used to set up things on layaway at Kmart, but they rarely were able to pay them off because they just didn't have the money for it," Graff said.

He called a woman who had been helped, "and she broke down in tears on the phone with me. She wasn't sure she was going to be able to pay off their layaway and was afraid their kids weren't going to have anything for Christmas."

"You know, 50 bucks may not sound like a lot, but I tell you what, at the right time, it may as well be a million dollars for some people," Graff said.

Graff's store alone has seen about a dozen layaway accounts paid off in the last 10 days, with the donors paying $50 to $250 on each account.

"To be honest, in retail, it's easy to get cynical about the holidays, because you're kind of grinding it out when everybody else is having family time," Graff said. "It's really encouraging to see this side of Christmas again."

Lori Stearnes of Omaha also benefited from the generosity of a stranger who paid all but $58 of her $250 layaway bill for toys for her four youngest grandchildren.

Stearnes said she and her husband live paycheck to paycheck, but she plans to use the money she was saving for the toys to help pay for someone else's layaway.

In Missoula, Mont., a man spent more than $1,200 to pay down the balances of six customers whose layaway orders were about to be returned to a Kmart store's inventory because of late payments.

Store employees reached one beneficiary on her cellphone at Seattle Children's Hospital, where her son was being treated for an undisclosed illness.

"She was yelling at the nurses, 'We're going to have Christmas after all!'" store manager Josine Murrin said.

A Kmart in Plainfield Township, Mich., called Roberta Carter last week to let her know a man had paid all but 40 cents of her $60 layaway.

Carter, a mother of eight from Grand Rapids, Mich., said she cried upon hearing the news. She and her family have been struggling as she seeks a full-time job.

"My kids will have clothes for Christmas," she said.

Angie Torres, a stay-at-home mother of four children under the age of 8, was in the Indianapolis Kmart on Tuesday to make a payment on her layaway bill when she learned the woman next to her was paying off her account.

"I started to cry. I couldn't believe it," said Torres, who doubted she would have been able to pay off the balance. "I was in disbelief. I hugged her and gave her a kiss."

Senate leaders hope deal near on payroll tax cut (AP)

WASHINGTON ? Shifting from confrontation to cooperation, Senate leaders of both parties expressed optimism Thursday that agreement was near on extending this year's payroll tax cut, renewing unemployment benefits and averting a federal shutdown.

Majority Leader Harry Reid, D-Nev., opened the Senate's morning session by saying he and the chamber's top Republican have held talks to resolve remaining disputes. With lawmakers itching to return home before the holidays, Reid said he and Senate Minority Leader Mitch McConnell, R-Ky., hope they can reach a deal "that would get us out of here in a reasonable time, in the next few days."

Standing just across the aisle, McConnell agreed with Reid ? a sharp contrast to recent days, when the two have fired sharp partisan volleys at each other.

"We're confident, optimistic we'll be able to resolve both on a bipartisan basis," said McConnell, referring to one bill that would renew the payroll tax cut and jobless benefits, and a separate spending measure that would keep federal agencies open.

The turnabout in part reflected the calendar: 160 million Americans would get a sudden tax increase on Jan. 1 if the payroll tax cut was not renewed, and most government agencies would close this Saturday without agreement on spending legislation.

The drive to broker agreements also underscored a sense that weeks of partisan battling, in which each party accused the other of causing tax increases and a federal shutdown, had finally taken their course.

"We've done enough back and forth, the Republican leader and me, staking out our positions, and our positions are fairly clear to the American people," Reid said.

A clear sign of movement came late Wednesday, when aides said Democrats were abandoning their demand for a surtax on millionaires to help finance payroll tax cuts.

On a separate spending dispute, House Republicans had said Wednesday night that they would try pushing a massive $1 trillion spending bill through the House on Friday, relying only on GOP votes, to prevent a federal shutdown. Reid said Thursday that he believed remaining partisan disputes on that bill could be quickly settled.

Neither party wants to risk the wrath of voters by closing government agencies.

White House communications director Dan Pfeiffer said Wednesday that President Barack Obama had problems with some social, environmental and other provisions in the spending legislation. Pfeiffer said Congress should approve a short-term bill to keep the government open while disputes are resolved.

The pre-Christmas wrangling caps a contentious year in a capital hindered by divided government, with Democrats controlling the White House and Senate while Republicans run the House. Lawmakers have engaged in down-to-the-wire drama even when performing the most mundane acts of governing, such as keeping agencies functioning and extending federal borrowing authority, tasks that are only becoming more politically delicate as the calendar nears the 2012 election year.

The GOP-run House approved its version of a payroll tax cut bill this week, but it drew solid opposition from Democrats and Obama in part because it would force work on the Keystone XL oil pipeline from western Canada to Texas Gulf Coast refineries, which Obama would rather delay. They are also unhappy that the bill is financed by cuts to civilian federal workers, Obama's health care overhaul bill and other programs that Democrats say would avoid meaningful contributions from the rich.

Senate aides said a new, Democratic version of that bill would exclude a 1.9 percent surtax on people earning more than $1 million a year, a levy Democrats relied on to pay for their previous payroll tax cut bills. Instead, they said, their new legislation's savings would include higher fees that government-run Fannie Mae and Freddie Mac would charge to back mortgages and revenue from selling portions of the broadcast spectrum.

In one instance of cooperation, the Senate was expected to give final congressional approval Thursday to a $662 billion defense bill that would allow the administration to prosecute terrorism suspects in the civilian justice system.

The White House had initially issued a veto threat against the bill over language requiring the military to handle some terrorism suspects. An agreement was reached by including a provision ensuring that the role of domestic law enforcement agencies would be unchanged.

The bill, which the House approved Wednesday by 283-136, lays the groundwork for weapons purchases, U.S. military activity overseas and the Energy Department's national security programs. Reflecting a period of tight budgets and diminishing U.S. involvement in Iraq and Afghanistan, the legislation envisions $27 billion less spending than Obama proposed ? money that will be supplied in separate legislation.

Also Wednesday, the Senate rejected rival Republican and Democratic proposals to amend the Constitution to require a balanced federal budget.

Democrats had worried that passage of the spending bill, by removing the threat of a federal shutdown, would take pressure off House Republicans to continue bargaining on the separate payroll tax legislation.

However, spotlighting the degree of disagreement between the two parties, they are even at odds over whether the $1 trillion measure is a bipartisan compromise or not.

Republicans and at least one Democrat said agreement had been reached earlier in the week. But the White House and Reid said disagreements remain, with Reid citing provisions relating to travel to Cuba and funding for the Commodities Future Trading Commission.

The spending bill would finance the Pentagon and nine other Cabinet-level departments, as well as scores of smaller agencies. It would trim the budgets of the Environmental Protection Agency, foreign aid and Congress itself while providing funds to combat AIDS in Africa, patrol the U.S.-Mexico border, operate national parks and boost veterans' health care.

(AP) ? It's almost winter, but get ready for some surf and sun: The Beach Boys are reuniting.

The founding members of the classic rock group ? Brian Wilson, Mike Love and Al Jardine ? announced Friday they are getting back together to celebrate their 50th anniversary. They're working on a new album and also plan a 50-date tour that will take them around the world.

"This anniversary is special to me because I miss the boys, and it will be a thrill for me to make a new record and be on stage with them again," Wilson said in a statement.

The group also includes Bruce Johnston and David Marks, both of whom have been with the band for decades.

The Rock and Roll Hall of Famers gave birth to the California rock sound. Back then, the band members were Love, Jardine, Wilson and his two brothers ? Carl and Dennis Wilson, who have since died. With songs like "Good Vibrations," ''I Get Around" and "California Girls," the quintet embodied the fantasy of West Coast beach life. Their albums, particularly "Pet Sounds," influenced rockers of their generation and beyond.

But Wilson suffered mental problems that caused him to withdraw from the band, and there were years of animosity between Love and Wilson, who are cousins, as well as lawsuits among members of the band. Still, they have gotten back together over the years, including for their 40th anniversary in the last decade.

Love remarked in the statement Friday on how he and Wilson were getting along well, sharing compliments together in the studio.

"Music has been the unifying and harmonizing fact of life in our family since childhood," he said.?"It has been a huge blessing that we have been able to share with the world." Referring to a Beach Boy hit, he added: "Wouldn't It Be Nice to Do It Again??Absolutely!"

The group was supposed to announce their reunion as a surprise during the Recording Academy's live nominations special for the Grammys last month, but those plans fell through.

However, Jardine said the group planned to appear at the Feb. 12 Grammy telecast in Los Angeles.

"There will be a surprise at the Grammys," he told Rolling Stone. "We will do something really exciting. There's a lot of interest in it, which is nice. It's going to be a very big operation."

The Beach Boys first concert is scheduled for April 27 at the New Orleans Jazz & Heritage Festival.

Nearly 60 killed in rare attacks on Afghan Shiites (AP)

KABUL, Afghanistan ? A suicide bomber struck a crowd of Shiite worshippers at a mosque in Kabul on Tuesday, killing at least 55 people in the deadliest of two attacks on a Shiite holy day ? the first major sectarian assaults since the fall of the Taliban a decade ago.

Four other Shiites were killed in the northern city of Mazar-i-Sharif when a bomb strapped to a bicycle exploded as a convoy of Afghan Shiites was driving down the road, shouting slogans for the festival known as Ashoura. Health Ministry spokesman Sakhi Kargar gave the death toll and said 21 people also were wounded in that attack.

The Kabul bomber blew himself up in the midst of a crowd of men, women and children gathered outside the Abul Fazl shrine to commemorate the seventh century death of the Prophet Muhammad's grandson Imam Hussein. Some men were beating themselves in mourning and food was being distributed.

The shrine, which is near the presidential palace, was packed with worshippers and dozens more were crammed into the courtyard. One witness said the bomber was at the end of a line and detonated his explosives near one of the gates to the shrine.

Bodies of the dead lay on top of one another where they fell to their deaths. Survivors with blood-smeared faces cried amid the chaos.

The Ministry of Interior said 55 were killed ? including two women and four children. Sayed Kabir Amiri, who is in charge of Kabul hospitals said more than 160 wounded in the blast.

That made it the single deadliest attack in the Afghan capital in more than three years. A suicide car bomber detonated his explosives at the gates of the Indian Embassy in Kabul on July 7, 2008, killing more than 60 people.

Religiously motivated attacks on Shiites are rare in Afghanistan although they are common in neighboring Pakistan. No group claimed responsibility for Tuesday's blasts, reminiscent of the wave of sectarian attacks that shook Iraq during the height of the war there.

The Ministry of Interior in a statement blamed the Taliban and "terrorists," for the attack. It provided no other details but added that police defused another bomb that had been planted in Mazar-i-Sharif near the one that blew up.

The Taliban strongly condemned the two attacks and said in a statement to news organizations that they deeply regretted that innocent Afghans were killed and wounded.

Afghan President Hamid Karzai, speaking at a news conference after meeting German Chancellor Angela Merkel in Berlin, said the attack was unprecedented in scope and the first time ever that one has been carried out during a religious event.

He said it was "the first time that on such an important religious day in Afghanistan terrorism of that horrible nature is taking place."

Mohammad Bakir Shaikzada, the top Shiite cleric in Kabul, said he could not remember a similar attack having taken place on such a scale.

"This is a crime against Muslims during the holy day of Ashoura. We Muslims will never forget these attacks. It is the enemy of the Muslims who are carrying them out," he said, declining to place blame.

Shiites make up about 20 percent of Afghanistan's 30 million people, most of them ethnic Hazaras. Although thousands of Hazaras were massacred by the Taliban during fighting in the 1990s, Afghan insurgents ? nearly all of them Sunnis ? in recent years have focused their attacks primarily on U.S.-led NATO troops and Afghan security forces.

It was unclear whether Tuesday's attacks mark a change in Afghan Taliban strategy or were carried out by al-Qaida or another group based in Pakistan, where Sunni attacks on Shiites are common. Hard-line Sunnis consider Shiites nonbelievers because their customs and traditions differ from the majority sect.

In neighboring Pakistan, Sunni militants with links to al-Qaida and the Taliban have carried out scores of bombings and shootings across Pakistan against minority Shiites. One of the deadliest groups has been the Punjab-based Lashkar-e-Jhangvi, which claimed responsibility for gunning down 26 Shiites this summer riding in a bus through southwestern Baluchistan province.

Pakistan is a majority Sunni state, with Shiites making up about 15 percent of the 180 million population. Most Sunnis and Shiites live together peacefully, but tensions have existed for decades.

The last incident of violence between Shiites and Sunnis following the U.S. invasion 10 years ago occurred in early 2006, during Ashoura commemorations in the western city of Herat. During those riots, blamed on Islamic extremists, five people were killed and more than 50 injured.

Mahood Khan, who is in charge of the Abul Fazl shrine, said the explosion occurred just outside a courtyard where dozens of worshippers were lined up as they filed in and out of the packed building.

A few minutes after the blast, bodies could be seen loaded into the trunks of cars while wounded were led away by friends and relatives. Survivors wept in the streets.

"It was a very powerful blast," Khan said. "The food was everywhere. It was out of control. Everyone was crying, shouting. It is a disaster."

Mustafa, a shopkeeper, said he and his mother were delivering food to the worshippers when the blast occurred. Two groups of 150 to 200 people from Kabul had just prayed at the shrine and left.

Another group of more than 100 from Logar province was entering when the explosion occurred. He said the suicide bomber was at the end of the line of worshippers from Logar when he blew himself up near one of the gates to the shrine.

"It was very loud. My ears went deaf and I was blown 3 meters (yards)," said Mustafa, who uses only one name. "There was smoke and red blood on the floor of the shrine. There were people lying everywhere."

The shrine's loudspeaker continued to blast a recitation of the Quran as ambulances carried bodies and wounded away. Women stood outside the shrine wailing and holding crying children.

The shrine is close to the palace where Karzai lives and who is in Europe to attend an international conference on Afghanistan. It is named after Abul Fazl, who was an adviser to a 14th century Mogul emperor. The shrine and its blue minaret is one of Kabul's better known shrines. It is located in Murad Khane area near the Kabul river, a district that has been listed by the World Monuments Fund as one of its 100 most endangered sites of cultural heritage.

Russia: Putin's Party Barely Hangs onto Its Majority (Time.com)

(MOSCOW) -- Prime Minister Vladimir Putin's party saw its majority in Russia's parliament weaken sharply, according to preliminary election results released Monday, a humiliating setback for the man who has steadily tightened his grip on the nation for nearly 12 years.

Some opposition politicians and election monitors said even a result of around 50 percent for Putin's United Russia party was inflated because of vote fraud. Their claims were backed by international observers, who pointed to procedural violations and serious indications of ballot stuffing after a campaign slanted in favor of United Russia. "To me, this election was like a game in which only some players are allowed to compete," Heidi Tagliavini, the head of the international observer mission, said at a news conference.

United Russia is still expected to retain its majority in the lower house and Putin is all but certain to win next March's presidential election, but Sunday's vote badly dented his carefully groomed image. It reflected a strong public frustration with the lack of political competition, ubiquitous official corruption and the gap between rich and poor. (See more on recent voting in Russia.)

With about 96 percent of precincts counted, United Russia was leading with 49.5 percent of the vote, Central Election Commission chief Vladimir Churov said. He predicted that it will get 238 of the Duma's 450 seats, a sharp drop compared to the previous vote that landed the party a two-thirds majority in the State Duma, allowing it to change the constitution.

Final preliminary results were to be announced on Monday morning, but the count dragged on for longer than expected. Some opposition politicians alleged that election officials may manipulate the vote count to make sure that United Russia gets over 50 percent mark. Mikhail Kasyanov, a former prime minister who is now in opposition, said that Putin badly needs the figure to avoid looking weak.

The monitors from the Organization for Security and Cooperation in Europe and the Council of Europe's Parliamentary Assembly wouldn't say if the irregularities could be at the scale to question if United Russia has an unearned majority. But Tagliavini said that of the 150 polling stations where the counting was observed, "34 were assessed to be very bad."

Putin tried to put a positive spin on the returns, saying late Sunday that "we can ensure the stable development of the country with this result." But he appeared glum when speaking to supporters at United Russia headquarters and limited his remarks to a terse statement.

United Russia has been seen increasingly as the party of corrupt officials, and its description as a "party of crooks and thieves" has stuck, flashing up as the first suggestion on Russia's top web search engine. (See photos of Russia's manned rocket launched in a snowstorm.)

Seeing the declining fortunes of his party, Putin named his handpicked successor as president, Dmitry Medvedev, to lead United Russia's list. The vote will further weaken positions of Medvedev, whom Putin promised to name prime minister after the presidential vote, a move that has fueled public irritation.

In the runup to the vote, Putin also sought to stem a quick decline in United Russia's popularity by trying to expand its support base with a so-called Popular Front, an umbrella group for unions, professional associations, veteran groups and others. But the effort has brought no visible result, and Putin last month received a stinging blow to his own ego when he was met with catcalls after a mixed martial arts fight at a Moscow arena.

Opposition leader Boris Nemtsov said the vote spelled the end of Putin's "honeymoon" with the nation and predicted that his rule will soon "collapse like a house of cards." "He needs to hold an honest presidential election and allow opposition candidates to register for the race, if he doesn't want to be booed from Kamchatka to Kaliningrad," Nemtsov said on Ekho Moskvy radio.

Security was tight in central Moscow with police trucks parked in some areas. Police said they arrested more than 100 protesters who tried to stage an unsanctioned rally in Moscow and about 70 others in St. Petersburg.

The Communist Party appeared to benefit most from the protest vote, with exit polls and the early returns predicting it would get nearly 20 percent, up from less than 12 percent four years ago. The socialist Just Russia and the Liberal Democratic Party led by mercurial nationalist Vladimir Zhirinovsky are also expected to increase their representation in the Duma.

Despite that, Putin should still have no problem getting his laws rubber-stamped. Even the Communists have posed only token opposition in the outgoing Duma, and the two other parties have consistently voted with United Russia.

Medvedev said Monday that United Russia would be ready to build coalitions in the new Duma, even though it will have a majority. He said he may fire governors of the provinces where the party fared particularly badly.

About 60 percent of Russia's 110 million registered voters cast ballots, down from 64 percent four years ago.

Only seven parties were allowed to field candidates for parliament this year, while the most vocal opposition groups were barred from the race. The international monitors said the election administration lacked independence, most media were partial and state authorities interfered unduly at different levels.

This "did not provide the conditions for fair electoral competiton," said Petros Efthymiou, coordinator of the short-term observation mission. "Changes are needed for the will of the people to be respected."

Social media were flooded with messages reporting violations. Many people reported seeing buses deliver groups of people to polling stations, with some of the buses carrying young men who looked like football fans.

"The elections were unprecedented in terms of dirt, pressure and the use of a well-oiled falsification machine," Communist Party leader Gennady Zyuganov said Monday, alleging that the vote is still being rigged as the count is going on. His party said it recorded violations at some 1,600 polling stations and said they would appeal election results at each of them.

Russia's only independent election monitoring group, Golos, which is funded by U.S. and European grants, has come under heavy official pressure in the past week. Golos' website was incapacitated by hackers on Sunday, and its director Lilya Shibanova and her deputy had their cell phone numbers, email and social media accounts hacked.

Andrey Buzin, chief of Golos election monitoring, said it had received more than 1,500 complaints about violations.

But despite the heavy-handed state interference in the campaign and numerous violations, voters still took advantage of their right to express their choice, observers said. (See TIME's Russia covers.)

"Yesterday, it was proven by these voters that not everything was fixed, that the result really matters," said Tiny Kox of the Council of Europe's Parliamentary Assembly.

LA Galaxy wins 6-1 in Philippines friendly

MANILA, Philippines - David Beckham scored the opening goal Saturday in the Los Angeles Galaxy's 6-1 win over the Philippine national team in a friendly that was part of the MLS champions' Asian tour.

Beckham gave his team the lead with a curling shot in the 20th minute, and Mike Magee was set up by Landon Donovan for the second goal before halftime. Adam Cristman added two goals in the second half, with Robby Keane and Greg Belhalter getting one apiece.

After being substituted midway through the second half, Beckham handed his shirt to boxing champion Manny Pacquiao, who was one of the about 13,000 spectators for the match. The former England captain said "I am a huge fan of his."

Despite the loss, Philippine coach Michael Weiss said he was "extremely unhappy" with his team's performance.

Feds to Rick Scott: Florida's youth prisons' dangerous conditions are likely widespread

Florida?s youth-corrections system is so poorly administered that children are assaulted by officers, denied necessary medical care and punished harshly for minor infractions, a federal report released Friday concludes.

Conditions are so severe, the U.S. Department of Justice said, that they violate the Constitution.

The Justice Department?s Civil Rights Division released a scathing 28-page report Friday on conditions at two North Florida youth prisons, the Dozier School for Boys and the Jackson Juvenile Offender Center. Though the two camps were both shut down by state juvenile-justice administrators earlier this year, the report said the state?s ?failed system of oversight and accountability? likely has resulted in dangerous conditions at youth prisons throughout the state.

?These conditions return youth to the community no better ? and likely less-equipped to succeed than when they were first incarcerated,? Assistant Attorney General Thomas E. Perez wrote in a Dec.?1 letter to Gov. Rick Scott, adding that such practices ?erode public confidence in the juvenile justice system and interfere with the state?s efforts to reduce crime.? Sheriff: McCready didn't have OK to hide at house

(AP) ? By the time authorities took country singer Mindy McCready's 5-year-old son from her and into custody on Friday evening, one thing had already become apparent: her life has come to resemble a bad country song.

Since her emergence in the mid-1990s as a honey-voiced success story out of Nashville, McCready has been increasingly known for her personal troubles instead of her music.

This week's custody battle, where McCready took her son from his Florida home, was the latest in her brushes with the law.

Florida Department of Children and Families spokeswoman Terri Durdaller wrote in an email Saturday that her agency was working with Arkansas state officials to bring McCready's son, Zander, back to his legal guardian, McCready's mother.

Officials say the boy is safe and in good health after he and McCready were found in a bedroom closet of an unoccupied Arkansas home.

"Zander is in Arkansas and we continue to arrange his swift arrival back to Florida," Durdaller wrote.

In Arkansas, Cleburne County Sheriff Marty Moss said Saturday that McCready didn't have permission to be in the unoccupied summer home where she was found Friday evening with her son. Authorities continue to investigate, he said.

The sheriff's office said in a news release Saturday that McCready had been a visitor to the area. Authorities located her after receiving a report of "possible occupants in a summer home that was supposed to be unoccupied," the news release said.

Moss told The Associated Press on Saturday that he doesn't expect that McCready will face any charges for being at the unoccupied home.

Gayle Inge, McCready's mother, was tearful Friday night.

"I'm real excited that he's safe," she said. "But I can't explain what this is like. We feel for Mindy and we feel for Zander."

Inge said that her son ? McCready's half-brother ? texted McCready, who responded with a text that said her mother would never see her again.

"I want to wrap my arms around her and tell her that I love her," Inge said.

McCready, who turned 36 on Wednesday, did not respond to emails Friday and Saturday.

Authorities say McCready took the boy during a visit late last month to her father's Florida home, where she was allowed to visit the boy. McCready's parents are divorced.

A Florida judge signed an order Thursday telling authorities to take the boy into custody and return him. It's not yet clear whether the singer could face criminal charges.

McCready said earlier in the week that she would not bring her son back from Tennessee, where she has a home, despite violating the custody arrangement. She told the AP that her son had suffered abuse at her mother's house, a claim that Inge vehemently denies.

"I'm doing all this to protect Zander, not stay out of trouble," McCready wrote in an email to the AP on Thursday. "I don't think I should be in trouble for protecting my son in the first place."

McCready told the AP Wednesday night she was in Tennessee and couldn't travel because she is seven months pregnant with twins.

McCready and her mother have had a long custody battle over the boy.

McCready found fame in the mid-1990s when she moved to Nashville at the age of 18, armed with only her karaoke tapes. Her first album, "Ten Thousand Angels," sold two million copies.

Her next four albums weren't as successful. Her personal troubles began encroaching on her professional success. According to her website, she suffers from severe depression.

In August, she filed a libel suit against her mother and the National Enquirer's parent company, American Media Inc., over a story published in the tabloid newspaper that quoted Inge.

And in 2008, McCready was admitted to a hospital after police said she cut her wrists and took several pills in a suicide attempt.

Marines show US institutions to Afghan officials (AP)

SAN DIEGO ? Top Afghan Army and police officials who will oversee security in one of the country's hardest-fought provinces are visiting California this week to get a firsthand look at how the U.S. teaches its children, treats its prisoners and patrols its border with Mexico.

The three-day tour hosted by the Marine Corps starts Wednesday and is part of efforts to professionalize Afghanistan's security forces so they can take over from U.S. troops by 2014.

The Afghan officials will meet educators at an elementary school at Camp Pendleton, north of San Diego, and will visit a checkpoint manned by the U.S. Border Patrol. They also will be taken by military helicopter to Los Angeles County, where they will visit a county jail and meet Los Angeles Police Department officials.
